The Municipal Spatial Plan and the Sustainable Urban Mobility Plan (SUMP) are two key strategic documents for spatial and transport planning at the local level, whose content and procedures overlap or complement each other in many respects. Through the implementation of SUMPs in Slovenian planning practice, it has become evident that effective integration of both documents is necessary. To ensure effective planning, procedural and substantive integration must be strengthened, including the alignment of processes, objectives, measures, indicators, implementation, and outcomes.

 

The proposed project approaches the integration process in a pragmatic manner:

• by reviewing experiences and good practices from countries where SUMPs have been established for a longer period of time,
• by analysing and evaluating existing practices and experiences in Slovenia,
• by closely cooperating with representatives of the responsible ministries, experts from municipalities, planning consultancies, and institutions that encounter both strategic approaches in practice,
• by testing the proposed integration proposals through pilot cases and by providing training for stakeholders who will implement the integration in practice.

 

These steps will enable the definition of integrated preparation procedures, the clarification of the respective responsibilities of each document, and the identification of the synergetic content of both documents.
